This is the community clothesline outside of Harmony, the first building constructed by Twin Oaks members on their land. The first two rows (closest to the building) are for communal clothing, so it's not unusual to see someone getting dressed right at the clothesline during warmer months. The two back rows are for personal clothing, which members mark with little notes.
