Hartwell is a city in Hart County, Georgia, United States. The population was 4,188 at the 2000 census. The city is the county seat of Hart CountyGR6.

According to the United States Census Bureau, the city has a total area of 12.0 km² (4.6 mi²), all land.

As of the censusGR2 of 2000, there were 4,188 people, 1,760 households, and 1,073 families residing in the city. The population density was 349.2/km² (904.9/mi²). There were 1,950 housing units at an average density of 162.6/km² (421.3/mi²). The racial makeup of the city was 63.42% White, 34.86% African American, 0.07% Native American, 0.62% Asian, 0.02% Pacific Islander, 0.33% from other races, and 0.67% from two or more races. Hispanic or Latino of any race were 1.00% of the population.

There were 1,760 households out of which 24.0% had children under the age of 18 living with them, 38.5% were married couples living together, 19.1% had a female householder with no husband present, and 39.0% were non-families. 36.7% of all households were made up of individuals and 20.0% had someone living alone who was 65 years of age or older. The average household size was 2.22 and the average family size was 2.90.

In the city the population was spread out with 21.7% under the age of 18, 7.7% from 18 to 24, 24.1% from 25 to 44, 21.9% from 45 to 64, and 24.6% who were 65 years of age or older. The median age was 42 years. For every 100 females there were 78.7 males. For every 100 females age 18 and over, there were 70.6 males.

The median income for a household in the city was $26,411, and the median income for a family was $34,560. Males had a median income of $28,512 versus $24,107 for females. The per capita income for the city was $14,745. About 16.1% of families and 23.7% of the population were below the poverty line, including 27.4% of those under age 18 and 26.1% of those age 65 or over.
