General Sir Harold Briggs served with the British military in Malaya in the 1950s. He oversaw the defeat of the Communist guerilla campaign during the Malayan Emergency. The implementation of the Briggs Plan is considered an important factor in the authorities' victory over the Malayan Communist Party rebels.
"He believed there were "two key goals to accomplish in order to end the insurgency--first, to protect the population, and second to isolate them from the guerrillas." [1]
