Hani al-Sibai

Hani al-Sibai (or al-Siba'i) (Arabic: هاني السباعي ), also known as Hani Mohammed Yusuf al-Siba'i ( هاني محمد يوسف السباعي ) and Hani al-Said al-Siba'i Yusuf ( هاني السيد السباعي يوسف ) is an Egyptian Sunni pro-terrorism[1][2][3] ideologue who lives in London with the status of a political refugee. He is alleged to be one of the fourteen members of the shura of Egyptian Islamic Jihad.[4] Egyptian authorities convicted him in absentia in the case of the Returnees from Albania and sentenced him to 15 years imprisonment. In September 2005 he was one of seven Egyptians whose names were added (at the request of Egypt) to the UN 1267 Committee's list of banned entities.[5] A few days later he was added to the list of Specially Designated Nationals maintained by the US Treasury Office of Foreign Assets Control, as a supporter of al-Qaeda or an allied group.[6]

Al-Sibai was born at Qaylubiyah, Egypt, possibly in 1958,[7] or on March 1, 1961,[4] or on June 16, 1960.[5] His best-known writings are Terrorism in the Western Framework and an appendix to the book Ayman al-Zawahiri as I Knew Him by Muntasir al-Zayyat. Al-Sibai is sometimes referred to as "Doctor" or "Sheikh Doctor" Hani al-Sibai, on the strength of a doctorate in "comparative criminal jurisprudence".[8] On the same grounds, he is sometimes described as a former lawyer[7]. He is the founder and director[9] of the Almaqreze Centre for Historical Studies ( مركز المقريزي للدراسات التاريخية ) in London.

After the 7 July 2005 London bombings al-Sibai was initially silent, at least in English. But the following day, he applauded the bombing on al-Jazeera[10], saying in particular that it was "a great victory for al-Qaeda; it rubbed the noses of the world's eight most powerful countries in the mud".[11] Al-Sibai subsequently put a denial on his website[12] and told Arabia.Net that the bombing was the work of a Serbian group.[13]
