I am not the uploader of this image, but I think we have a good fair use claim in the article Halil Mutlu (and probably nowhere else) because

  1. No free equivalent is available;
  2. The photograph is only being used for information purposes;
  3. Its inclusion in this article adds significantly to the article because it shows the subject of the article;
  4. It is encyclopedic and otherwise meets general Wikipedia content requirements;
  5. Its use here does not limit the copyright owner's rights to sell the image in any way.
