Hakob Zavriev was a great Armenian politician that negotiated the independence in the Armenian foreign policy with Poghos Nubar. His June and December 1915 policy drats are famous. He is linked to "administration for western Armenia".

Hakob Zavriev was a graduate of army medical academy, St Petersburg. He jointed to Armenian Revolutionary Federation. Took up arms when he heard of Nikol Duman's planned guerrilla attack on Sasun. The viceroy of the Caucasus consulted him over the formation of the Armenian volunteer units, 1914[1]. He was an Armenian Revolutionary Federation representative in the Constituent Assembly in November 1917.
