This is incorrect. He was considered a usurper because he was put in power by the British. This was a component of their scheme to interrupt modernizations being implemented by King Amanullah Khan. Another move made by the British was appealing to the ultra-hardline clerics who opposed such changes in order to oust the king. A modern, progressive, and ultimately democratic Afghanistan would've been a disaster for British influence as it would have served as a model for democratization and modernization throughout south/central Asia and the Middle East.
