In July 2004 the US Supreme Court forced the US Department of Defense to provide a process where those held in extrajudicial detention in the Guantanamo Bay detainment camps, in Cuba could challenge the evidence against them. The Supreme Court suggested the DoD model this process on the Tribunals described in AR 190-8. In the event the DoD came up with the Combatant Status Review Tribunals.

In the winter and spring of 2005 the Department of Defense partially complied with a court order and released 507 of the Summary of Evidence memos prepared for the Combatant Status Review Tribunals.

Almost all the detainees are from cultures which don't follow the English style of inherited Surnames. So, it doesn't make sense to change the way the names in the category are ordered from ordering them on the first character of the first name.
