The United States has held almost 800 captives in extrajudicial detention in it Guantanamo Bay detainment camps, in Cuba. The first camp was opened in January of 2002. The Department of Defense started releasing a few detainees in late 2002.
Usually the DoD doesn't release the names of the detainees who are released.
Almost all the detainees are from cultures which don't follow the English style of inherited Surnames. So, it doesn't make sense to change the way the names in the category are ordered from ordering them on the first character of the first name.
