This image was originally hosted at http://endangered.fws.gov/i/A1Q.html, as part of the US National Fish and Wildlife Service. The photo is credited there as being a National Marine Fisheries Service photograph, but the original photographer coul d not be located. There is a very strong believe that this photo was taken by a US government employee during the course of their work, thus making the image public domain.
