Are we sure that the 1878 Congress of Berlin awarded Ioannina to Greece? Larisa was ceded by Turkey to Greece in 1881, on the recommendation of the Congress, but surely Ioannina was not formally recognised as part of the Modern Greek State until the 1913 Treaty of Bucharest?
