Gary Richard Herbert is a Republican and was elected as Lieutenant Governor of Utah on November 2, 2004. Lieutenant Governor Herbert is Utah's sixth Lieutenant Governor. Prior to his election as Lieutenant Governor, Governor Herbert served 14 years on the Utah County Commission, nine years as its chairman.
As Lieutenant Governor, and at the urging of Governor Jon M. Huntsman, Jr., Lieutenant Governor Herbert leads state efforts concerning homeland security, transportation, water and rural affairs issues. In addition to the many duties assigned to the Lieutenant Governor by Governor Jon Huntsman, Lieutenant Governor Herbert has been specifically elected by Utah voters to also serve as Utah's Secretary of State, including the oversight of over 30,000 Notaries Public, the legal authentication of over 20,000 documents per year and the certification of municipal annexation's for one of the fastest growing states in America , as well as "General Oversight" of any-and-all Elections in Utah.
Unlike 47 other states in America, Utah has no Secretary of State, instead the Lieutenant Governor of Utah also serves in that capacity - in addition to many other statutory responsibilities. And unlike the other two states that lack a Secretary of State - - (Alaska and Hawaii)- - Utah's Lieutenant Governor actually administers Elections directly from his office, whereas Alaska and Hawaii have deferred "Elections Administration" responsibilities on to non-elected officials.
Lt. Governor Herbert has also served as the President of the Utah Association of Counties, where he was named as Utah's Outstanding County Commissioner and County Elected Official. He is also the recipient of the National Outstanding Republican County Elected Official of the Year award.
As homeland security head for Utah and also as Utah's Secretary of State, Governor Herbert has acted promptly upon becoming aware that the voting machines used throughout Utah, based largely on internet rumor, may have been delivered with unknown data in its memory cards. Not only has the vendor proffered an explanation, Governor Herbert's Office has also investigated this issue and has determined that nothing "out of the ordinary" had been occurring and they intend to hold Diebold Election Systems accountable on the $30 million contract that was signed to ensure a safe, accurate and HAVA compliant election.
In the 2006 General Election, Governor Herbert oversaw the first HAVA compliant General Election in Utah's history - and it met with much success. While there were minor problems reported in Utah County, the voting solution implemented by Utah's sixth Lieutenant Governor proved to be successful statewide.
Lt. Governor Herbert was born in American Fork, Utah, and grew up in Orem, Utah. His parents are Duane and Carol Herbert. He is married to Jeanette Snelson Herbert and they have six children and six grandchildren. Their oldest daughter, Kimberli, is married to Montreal Alouettes athlete Ben Cahoon and their youngest son, Brad, is married to American Idol contestant Carmen Rasmusen.
