If you wish to work on the list state-wise, use the respective category of the states. State category are listed as [[Category: Cities and towns in <state name>]]. The towns that need to be worked on would be listed as User:Ganeshbot/sandbox/<townname>. After the merge and uncat is done per instructions on the main page, the town on the sandbox would disappear from the category. When creating new towns, use copy and paste instead of the move feature.
