The Unit competes against other élite military forces from around the world in the Counter Terrorism Games, hosted by last year's winners GSG 9 in Germany.
For the final event of the games, the Unit is selected to play the part of the terrorist team whose objectives are to kidnap the "Banker", taking possession of his briefcase, and to hijack a U-Bahn carriage and hold it for thirty minutes. The other teams in the game are playing the role of counter-terrorists, trying to stop the terrorist team, although they are not told the identity of the terrorist team nor the banker. The Unit receive the following mission:
INSTRUCTIONS
MISSION: HIJACK U-BAHN AND KIDNAP THE BANKER
YOU ARE THE TERRORISTS.
The Terrorists will have two tasks: the first is to hijack a U-Bahn subway train and hold it for thirty minutes.
The second taks will be to kidnap a "Banker" in possession of the metal attaché case. He and the briefcase must be brought back to the rendezvous point (which is our casino).
Both tasks must be completed by 9 p.m. (2100hours) for the terrorists to win.
The team, or teams to stop the U-Bahn hijacking and rescue the Banker will win.
Amidst probable foul play from other teams during the games, the Unit has to contend with a new plot that uses lethal force when Charles is hit in the arm with a real bullet when he is tailing the event's target. After apprehending the shooter, the Unit learn that he is the unknowing puppet of an unidentified second man who has knowledge of the final event. The Unit bring the situation to the attention of their host. The participants are forced to consider the "nightmare scenario": that a terrorist force is luring the best of the world's counter-terrorist teams into a trap. A trap that has been primed by the preparatory actions of the Unit when they were playing the roles of terrorists.
Jonas volunteers the remaining members of the Unit to take the lead at the terrorist's most likely target, the station they sabotaged. Jonas spots the suspect entering the U-Bahn station and, noticing his anticipatory behavior, calls off the other counter-terrorist teams acting as back up. While Mack evacuates the station Jonas closes in on the control room the team would originally have taken. Bob, who's on the subway, calls in to say the train is wildly accelerating. Jonas incapacitates the terrorist and uses the console to avert the impending train crash.
Back at the reception of the games, Jonas learns that the man responsible, a delegate who was at the games to observe in advance of his team being deemed ready to participate, is reported to have been mentally unstable and, in danger of losing his command he was attempting to prove himself during the games. Just before the final event deadline at nine o'clock, Charles, with his arm in a sling, arrives with the "Banker" in tow thus winning first place for the Unit. Jonas receives the contents of the briefcase, details of a contact in Tehran, and the trophy, "Pete" the stuffed iguana.

On base, by chance, Kim is reunited with a former boyfriend while on a business trip to a regional broadcasting conference to lure advertising revenue for KTML The Missile, the radio station where she works. Kim learns that he is now a multi-millionaire businessman and recently divorced.
