[edit] Show-piece project

Yingquan Precinct (颍泉区) of Fuyang is widely criticized for its lavish spending to built its luxury governmental office building, which is designed as a miniture cross between the White House and the United States capitol. The average of income of local peasants which make up the bulk of local population of the precinct is only 2,000 Renminbi (around 250 United States dollars) per year, and the office building cost more than 30 million Renminbi (around 375 million United States dollars), nearly one third of the annual income of the Yingquan Precinct (颍泉区).

The new building required much larger area than the old, so in order to obtain the land needed, an elementary school that was built 10 years ago was bulldozed. The Yingquan Precinct (颍泉区) government failed to provide any money for a new school, instead, the over 200 students and the teachers are forced into half a century old buildings that are planned to be bulldozed: the doors had fallen out and there is not any glass on windows. In addition, local peasants' land was taken away without any compensation, despite the governmental promise. As a result, many peasants who lost their land are forced to turn trash collecting for living.
