Franklin Swift Billings (May 11, 1862January 16, 1935) was an American politician from Vermont. He served as Governor of Vermont from 1925 to 1927 and as lieutenant governor of Vermont from 1923 - 1925. His parents were Franklin Noble Billings and Nancy Swift Billings.

Billings served in the Vermont house of representatives from 1910-12 and 1921-23, and he was Speaker of the Vermont State House of Representatives from 1921-23.
