Francisco Flores is a professional wrestling promoter who had a great influence over the direction taken by lucha libre in the 1970's and 80's.

Flores started as a minor promoter for Consejo Mundial de Lucha Libre. After gaining experience he eventually broke off on his own to form the rival Universal Wrestling Association (UWA) promotion.

In the UWA, Flores was instrumental in developing the careers of many future stars. Among those are Canek and El Hijo del Santo.

In 2003 Flores was inducted into the Wrestling Observer Newsletter Hall of Fame.
