According to the United States Census Bureau, the city has a total area of 5.3 km² (2.0 mi²), all land.

As of the censusGR2 of 2000, there were 3,979 people, 1,242 households, and 962 families residing in the city. The population density was 756.8/km² (1,964.5/mi²). There were 1,277 housing units at an average density of 242.9/km² (630.5/mi²). The racial makeup of the city was 49.08% White, 2.06% Black or African American, 1.61% Native American, 5.58% Asian, 0.08% Pacific Islander, 37.70% from other races, and 3.90% from two or more races. 67.28% of the population were Hispanic or Latino of any race.

There were 1,242 households out of which 44.7% had children under the age of 18 living with them, 54.0% were married couples living together, 17.9% had a female householder with no husband present, and 22.5% were non-families. 19.6% of all households were made up of individuals and 11.0% had someone living alone who was 65 years of age or older. The average household size was 3.16 and the average family size was 3.65.

In the city the population was spread out with 32.9% under the age of 18, 10.0% from 18 to 24, 26.9% from 25 to 44, 18.3% from 45 to 64, and 11.9% who were 65 years of age or older. The median age was 32 years. For every 100 females there were 95.5 males. For every 100 females age 18 and over, there were 93.0 males.

The median income for a household in the city was $35,280, and the median income for a family was $37,979. Males had a median income of $31,444 versus $23,125 for females. The per capita income for the city was $12,446. About 18.2% of families and 21.5% of the population were below the poverty line, including 32.7% of those under age 18 and 11.6% of those age 65 or over. Fowler High School is home of the Redcats, the most unique mascot in the San Joaquin Valley.
