If an editor keeps reverting an article back more than 3 times, he or she is in violation of the 3 revert rule. If the changes seem to be vandalism to you, warn him (go to WP:Vandalism to find out how). If he vandalizes after a final warning (level 4) then you can report him to Administrators Intervention against Vandalism.
