An interstellar race known as the Cetra arrives on the Planet. They are on a quest for the Promised Land. The Planet is an ideal location as it contains the Lifestream, pure magical energy drawn from every living thing on the Planet. There is already humanoid life on the Planet and the Cetra settle in tribes amongst them.

I moved his birth from 48 to 15-16 because Bugenhagen said that he was 48 years old, but would be 15 or 16 in human years. Ryu Ematsu

This is incorrect. Nanaki is literally 48 years old; being 15-16 in human years refers to his physical and mental development in relation to a human, such that a 48 year old of his species is roughly equivalent to a teenager of the human species. Because his species has a much longer lifespam, they also develop at a slower rate.
