FileZilla Server is a free, open source FTP server for Windows NT, 2000, and XP. It supports FTP and FTPS (FTP over SSL/TLS).
FileZilla's source code and downloads are hosted on SourceForge. SourceForge featured FileZilla as the Project of the Month in November 2003.

A user connections manager--displayed along the bottom of the window--allows the administrator to view currently connected users and their uploads/downloads. At present, there are two operations the owner of the server can do to those transfers - to "kill" the client session or to "ban" the user's IP address. This manager shows the real-time status of each active file transfer.

Requires only a Pentium-level machine and takes up only 3.4 megabytes of system memory (the interface requires 6 megabytes, though it may be turned off when not in use).
[edit] Speed limits
FileZilla supports bandwidth speed limits to prevent your server from overloading your Internet connection. Individual user accounts may be set to bypass any speed limits (which is useful for local connections on the same router) or follow limits that are more strict than the default settings. Additionally, individual compression settings can be specified for each user or for all users, if desired.

FileZilla Server is probably not suited for high security or large-scale operations. It is not recommended for use with government or for transferring highly sensitive information. As described in the license distributed with every copy of FileZilla or FileZilla Server, there is no warranty for this software.
