Felicity Flint, Agent from H.A.R.M. is John Troutman's third webcomic, a spinoff of his second (Basil Flint, P.I.). It is updated every Tuesday and Thursday. As of March 22, 2005, Meaghan Quinn (a fellow web-cartoonist who has also collaborated with Troutman on the webcomic Vigilante, Ho!) began drawing the strips. Troutman continued to color and write them, however.

The eponymous main character, Felicity Sarah Flint, was born on April 1, 1982, presumably near her family home in Wisconsin. In addition to her older brother Basil, she has three younger sisters. Felicity is a lesbian, and the numerous plotlines almost always find a way to include this aspect. Felicity is also a secret agent working for the "H.A.R.M." organization.

Her antagonists include the evil "Dr. Petrol", and rival H.A.R.M. agents Reinard Sullivan and Martina O'Reily. Following Reinard's departure and Felicity's reconciliation with H.A.R.M., Martina and Felicity were made partners, with Felicity's advances constantly being rejected. Martina was also the only character, besides Felicity, to appear in both the Felicity and Basil strips.

In the 2006 relaunch of Basil Flint, Martina appears with her character somewhat different: although still secret agent partners, the two women are best friends since high school. Troutman has stated that, had Felicity continued, Martina would also have been revealed as a lesbian; so far, it is unknown if this trait is continued in the Basil relaunch, although she still rejects Felicity's advances and her character sheet lists her as straight.

The strip has been on hiatus since June 16, 2005. Troutman has stated this is due to not having art and that he did not know when he would be able to update. Since the start of Flint Again, Troutman has said he was ending production of all his other webcomics.
