Prime Directive : The Prime Directive dictates that there be no interference with the natural development of any primitive society.
The Prime Directive draws an arbitrary border between a pre-Warp and a Warp civilization. The relevant distinction here is obviously not an arbitrary invention like a spaceship engine but advanced ethics (WAR-P = War? connotation: people who have asked the relevant question [1] about war)
Distinguishing people who do not understand the YHVH language and people who do could either be mistaking warp (connotation: translating YHVH) with warp (connotation: WAR-P, advanced ethics) or it could be based on the assumption that both connotations are strongly correlated, due to narrative causality. Relying on the later would actually by asking an advanced species to enforce this rule.
