So I'm guessing from your talk page that you've tried to upload his image in the past, it's just been deleted for not having the right copyright info on it. This image is not a fair-use image. Lack of a copyright symbol does not mean lack of copyright, and there is no fair use doctrine applicable to scraping an photograph off somebody's website.
