What is the rationale for deeming this photo public domain? It is likely a copyright violation.

This photo comes from the private bequest of Adolf Hitler. Although the relatives resp. the family could claim copy rights, they do not. And: They are not going to do so, for the same reasons they are not going to claim their possibly inherited copy rights on "Mein Kampf".
