The European Commission and/or the European Parliament and/or the European Council of the European Union declare/s almost each year to be centred on a particular issue (a so called theme-year), for example Languages (in 2001) or Equal Opportunities (in 2007).
Furthermore the Council of Europe sometimes declares a year as a special year or theme-year.
