Probably translated from Spanish, or perhaps even Basque. I've cleaned up the article somewhat, there is a mixing of past and present tense which is kind of odd, and have tried to mitigate the inevitable controversies that arise whenever Spain's political situation is discussed.

To that end, I've included the historical reasons behind Franco's "favoring" certain regoins over others, as some supported one side, some supported the other, and inevitably, the loser would face political reprecussions, as did Álava, Guipúzcoa, and Vizcaya (I use the Castilian spellings).

I have also changed certain terms such as the use of "Home Offce" when referring to the Basque autonomous government, as this is either an incorrect translation of the Spanish/Basque term or an implicit point-of-view influence attempt to show the Basque autonomous community of "Euskadi/The Basque Country" is a political entity independent of Spain, which is currently not the case.

It is my belief that these edits will shepherd the article's contents towards a more NPOV.

There is still some general cleaning up to do with grammar and tense, anybody care to follow up?
