En el encuentro de Cancilleres celebrado el 28 de mayo de 2005 en Guimaraes (Portugal), se aprobó la designación de un latinoamericano con gran prestigio internacional, el uruguayo Enrique Iglesias, como primer Secretario General Iberoamericano. Tras la recepción del séptimo instrumento de ratificación, el pasado 2 de septiembre, el Convenio de Santa Cruz ha entrado en vigor dando vida a la Secretaría General Iberoamericana (SEGIB). Ésta se constituye como el órgano permanente de la Conferencia Iberoamericana.
