In the animated television series SWAT Kats, the Enforcers are a paramilitary police organization headquartered in Megakat City. Their job is to defend the city and protect its citizens, but unfortunately they are vastly underequipped and often a situation gets out of their control, which is where the SWAT Kats come in. The Enforcers are commanded by Commander Ulysses Feral.

Though the Enforcers act as typical paramilitary police officers would normally do and operate, such as having heavy vehicles and weapons like assault rifles and grenade launchers readily available, they also have Peacekeeper main battle tanks and fighter jets in their arsenal.

The Enforcers also have an academy to train prospective Enforcer cadets as officers and specialists, not shown on screen. It is not known where it is located, though it is possible that is somewhere away from Megakat city.

Enforcer Commandos - Stock breed of the Enforcers, the Enforcer commandos are essentially SWAT team troopers in riot gear, and are usually only called in to handle large-scale threats such as giant monsters or Dark Kat's latest death machine, though they are also equipped with other small arms such as rifles.
Enforcer Officers - Uniformed Enforcers who act like ordinary police officers, acting as guards at Enforcer Headquarters (normally at the front entrance and detention center), and can even be put in charge of security at top-priority Enforcer outposts and facilities. (See also Enforcer Sergeant)
Enforcer Pilots - Obviously, the highly-skilled cats responsible for flying Enforcer jets (resembling the Saab Tunnan, but with twin tail booms) and Enforcer Choppers.
