Despite their network expansion Emirates have pulled out of the following:
- Abu Dhabi late 1990s
- Baku late 1990s.
- Bandar Abbas early 1990s
- Budapest (Cargo) 2004
- Dalian (Cargo) 2004
- Ho Chi Minh City late 1990s
- Moroni late 1990s
The airline also never got to start Harare which was set to begin in November 1997 due to not getting approval from their government at the last minute. Copenhagen service, which had been confirmed to start in summer 2006, has been put off for political reasons.
Service to San Francisco was announced to start circa 2004-2005, but was never realized. Cargo destination Liège also never got approval for launch though it showed up on Emirates route map for some time.
