ELI stands for English Language Institute.

Many American Universities have their ELI, which purpose is to teach English as a second language to student from around the world. These institutes are often working with the education college in those universities. Quality and methods varies a lot, from an institute to the other, although some accreditation such as CEA (http://www.cea-accredit.org/), i.e. the Commission on English Language Program Accreditation, guaranties a level of quality by imposing strict rules on what an English Language Program should do.
