Fair use rational seems obvious to me, but to elaborate beyond just lower quality clip of a freely available MP4 video...

  • the purpose and character of the use, including whether such use is of a commercial nature or is for nonprofit educational purposes.
  • the nature of the copyrighted work.
Historical film of one of Judo's giants, who helps re-stablish the Kodokan after WWII.
  • the amount and substantiality of the portion used in relation to the copyrighted work as a whole.
A clip, reduced by a factor of more than two, and no sound.
  • The effect of the use upon the potential market for or value of the copyrighted work.
The video is free, available for download in its entirety at video.google.com.

BTW, although is up to me to show fair use rational, I find it really irritating anyone would dispute without giving any reason. Please don't be a jerk and give the reason for the dispute so that I may better show rational.
