Parameter one is the articles name. This is used in referencing users to talk on the talk page of hte article.
Parameter two is the result of your action. You can 1) Not protect the page at all. (noprotect) or you can 2)protect the page (protect).
This is a templated response to a common issue on WP:RFPP. That is users thinking that semi-protection will fix an edit dispute, when in reality the best way to fix disputes are to take them through the Dispute resolution process. Of course attempts to resolve the dispute on the talk page is much better.
If you are having problems, consider taking the issue up on [[Talk:{{{1}}}|the talk page]]. If that is not enough you can always ask the mediation cabal to make an attempt at dispute resolution. While not official these cabalists have the art of dispute resolution down and are certainly worth a shot!
