This isn't fair use. There's a simple way around it: photograph a person reading the paper. This is what many Toronto papers did when they were unable to secure the rights to the photographs of Prince Harry wearing a swastika. They photographed Londoners reading the UK rags that had secured rights to the photos.

Take that stupid Nazi! :)
