The idea here is that a certain very few talk pages are magnets for misplaced questions. In particular, Talk:Main Page, Wikipedia talk:Talk page, Wikipedia talk:Talk page guidelines, etc. Newcomers end up there because they've clicked a link about "Discussion" that looked promising to them. They get a page that has discussion on it already. Perfect place to ask about the weather in London, right? They don't understand that the talk pages in question are about very specific things.
I'm somewhat concerned with WP:BITE. This template certainly could be taken as somewhat harsh. But at the same time, the newcomer who posts on the wrong talk page is more than likely to receive a similar redirection or rebuke, or to have their post removed without comment. The newcomer's experience really will be better if they ask in the right place to begin with. In real life, we use warning labels not to bite people, but to call attention to an important notice. Same concept here. But I'm still trying to find the right balance.
This template is very much not intended to be used on most talk pages. Indeed, I cannot think of it ever being appropriate to place this template on an article talk page. Rather, it's intended for those talk pages which, by the nature of their subject matter, tend to attract novices looking for help, and asking in the wrong place.
