Set in modern-day San Fernando Valley, California, a delusional man named Harlan (played by Norton) thinks he is a cowboy and falls in love with a rebellious young woman named Tobe (played by Wood) and forms a close friendship with her younger brother (played by Culkin), coming into conflict with her father (played by Morse).
