In the 1987 show Teenage Mutant Ninja Turtles , a crook by the name of Don Turtelli has been a source of shows where he captures his victims and ties them to a chair and begins tickling their bare feet with a feather. His victims have ranged from Vern, April O' Neil, Zack and Caitlyn. He tickles their feet for information.
