Dr. Viper is a part cat part snake mad scientist in the animated television series SWAT Kats: The Radical Squadron, voiced by Frank Welker. Once, he was Dr. Elrod Purvis, an unremarkable biochemist who worked at Megakat Biochemical Labs. He helped Dr. N. Zyme create Viper Mutagen 368, then tried to steal it to sell to the highest bidder. Zyme, however, caught him, and a fight broke out, which ended with Purvis taking a fall down a flight of stairs (which it happened when Zyme kicks his briefcase that Purvis steps on it) and spilling the chemical on himself. He was believed dead, but instead the mutagen mutated him into a half cat-half snake. Purvis went to live in Megakat Swamp and named himself Dr. Viper, and since then has tried repeatedly to take over to turn Megakat City into his own swampland (alteratively referring to it as either "Megaswamp City" or "Mutation City").
He first appears in the episode The Giant Bacteria, wherein he mutates his fellow evildoer Morbulus into a Giant Bacteria monster and uses him in an attempt to steal Katalyst 99 from Megakat Biochemical Labs. In Destructive Nature, he takes over the 300-story office building known as the Megakat Tower with his army of acid-spitting Plantimals, placing a gigantic spore pod on the roof so that it will explode and shower the city with spores, turning it into a swamp.
Later, in the episode Katastrophe, Viper teams up with Dark Kat and The Metallikats in a bid to destroy the SWAT Kats, but their alliance falls apart because the villains cannot work together. When Dark Kat fails to suicide-bomb the SWAT Kats, his lair blows up, but somehow Viper survives In Mutation City, Viper floods Megakat City with a chemical called Katalyst X-63 in a second attempt to turn the city into a swamp. This time he nearly succeeds, but the Swat Kats are able to retrieve the anti-mutagens from Megakat Biochemical and restore the city to normal, despite T-Bone being mutated and Viper using the Katalyst on himself to become a skyscraper-sized monster.
Later, in The Origin of Dr. Viper, it was revealed that before the events of The Giant Bacteria, Dr. Elrod Purvis, after being mutated into Dr. Viper, blamed Dr. Zyme for his mutation. Viper attempted to get his vengeance complete by kidnapping Zyme, Mayor Manx, and Callie Briggs to transfrom them into creatures like himself with an another batch of the viper mutagen.

- In episodes The Giant Bacteria and Katastrophe, it was revealed that the reason Viper tries to steal Katalyst 99 in The Giant Bacteria and Katalyst 100 in Katastrophe is that he planned to use the Katalyst to turn the city into Mutation City. However, in his origin episode, he also uses Katalyst 96.
- Viper was revealed to be the only villain in the series who was able to escape capture in every of his episode appearances except in Mutation City which it was unknown of what happened to him after Razor manages to use the antibiotics to save the city. In the original script for Katastrophe, entitled "Blowout," however, Viper was in fact arrested by Commander Feral.
