Dmitry Maximovich Ponomarev (Russian: Пономарёв Дми́трий Макси́мович) (born June 12, 1952[citation needed]) is a Russian entrepreneur and the co-founder and CEO of MERA Networks, Volga Region Telecommunication Association, KIS Ltd, ADS Lts, and Nizhny Novgorod Institute of Information Technology (NIIT). Ponomarev was Professor at the Technology University of Nizhny Novgorod (former Gorky Technology Institute), Russia. Currently Dmitry Ponomarev is recognized as a Telecom market leader who has contributed much to the development of Telecom Industry in Volga Region, which is the second largest communications market of Russia.

Ponomarev was born in Gorky, USSR. From 1974 till 1977 he worked in Gorky Technology Institute as a research engineer. In 1979[citation needed] he received a Doctor’s degree. Shortly after he got a position of an associate professor of the sub-faculty of radio engineering and cybernetics. Ponomarev’s academic experience includes researches in the field of antenna measurement. He is the author of more than 70 articles in scientific and technology magazines and the holder of 12 patents
In 1989 Ponomarev with his colleagues founded a cooperative firm “MERA”, which specialized in antenna measurement. Being a talented entrepreneur and leader, he built MERA Networks from a small firm with a handful of employees to a global software R&D services provider.
Ponomarev was also a co-founder of several organizations:
- 1992—KIS Ltd (“Commercial Information Networks”, the earliest and largest regional Internet Service Provider in Nizhny Novgorod
- 1994 – ADS Ltd (“Business Communication Agency”(in Russian), the second largest telecom carrier in Nizhny Novgorod)
- 2003—PAE (“Volga Region Telecommunication Association”(in Russian), the organization embraces leading telecommunication companies in Volga Region)
- 2004—NIIT (Nizhny Novgorod Institute of Information Technologies)
Currently Ponomarev reconciles his business activities with public work. He promotes the progress of IT Industry in the region and in Russia by participating in conferences and round-table discussions, holding key positions in number of IT and Telecom associations, and serving as an active lobbyist of the industry’s interests. Ponomarev regulary communicates with legislators and members of Government and has proposed several IT Industry-friendly amendments to the Russian Customs legislature.
