The District Council of Franklin Harbour is a Local Government Area in South Australia located on the Eyre Peninsula.

Cowell is the major population centre of an agricultural district based on farming wheat and sheep, supplemented by a fishing and oyster farming industries. The district covers an area of 3,283 square kilometres with a district population in 2001 of 1267.

Other localities in the district include Lucky Bay, Point Gibbon and Mangalo
