I hate to use the systemic bias reply, which is overused IMO, but if Senate of Barbados or Senate of Zimbabwe get their own articles, why can't the Malaysian one? If the argument is that the article duplicates some of Parliament of Malaysia's content, well, the article will have to be broken out in the future, making the merge pointless.
