The Devon and Cornwall County Division was formed on 28 February 1941. The nucleus of its headquarters came from personnel taken out of Headquarters South-West Area in the Southern Command. It lasted until 1 December of that year when it was reformed as a more normal division, the 77th Infantry Division.
It had three commanding officers, Major General C. W. Allfrey from three days before its formation until one day before, Major General F. E. Morgan from then until 30 October and Major General W. G. Michelmore until 30 November. It controlled the 203rd Independent Infantry Brigade (Home), 209th Independent Infantry Brigade (Home) and 211th Independent Infantry Brigade (Home). It was always under the command of VIII Corps.
