Changing the description at template:noncompliant does not only affect the article Rob Bell but every one with the template. The articles got this template because they were considered likely not to "be compliant with the content policies of Wikipedia," not because contributors should discuss their edits before making them. I've reverted your changes and would like you to create a new template instead of changing the description of another one that has another aim.
