Deo Van Long was the French puppet leader for the Autonomoous Tai federation of Northwestern Tonkin. He acted a the opium mediator between his people and the French to drive up the prices. His use of force against opposition to his corrupt rule drove many of the ethnic minorties in Northwestern Tonkin to make contact with the Vietminh. He used military arms to force the Hmong to sell opium to him cheaply; this made him rich, but severed his relationship with the Hmong. He was helicoptered away to Hanoi while his men had to fight through the jungles of Dien Bien Phu. He later immigrated to France.
