Deletion review precedent notes:
- I can recall only one case where we have speedily closed a deletion review and reopened an existing AFD. That was a non-administrator's speedy close of an AFD, reopened within 12 hours. Since El_C is an administrator, there is an obvious difference.
- I can not recall any other cases where we have reopened a previously closed AFD, normally we relist for a new AFD.
- If the closing admin were to either 1) open a new AFD themself or 2) explicitly agree to hold a new AFD, we would normally close the DRV at that point, with a pointer to the new AFD. A statement about "not objecting" to a new AFD has to be read very carefully; sometimes they amount to saying "go ahead", sometimes they amount to saying "that is a legitimate possible outcome, should that be the result". The two are handled differently.
