Declan graduated with a BCL Degree from University College Cork. He gained considerable commercial experience working with Goldman Sachs International in London for three years. Qualifying as a Solicitor in 1992, Declan was awarded the Findlater Scholarship by the Law Society as a commendation for his excellent overall performance. He graduated with a Master's Degree in Commercial Law LL.M (Hons) from University College Dublin in 1994. He also holds a Certificate in the Legal Regulation of Corporate Finance from University College Dublin. Declan established his own practice in 1997.

Experienced and expert in the area of licensing law, particularly in those areas relating to publicans licensing, Declan has tutored in the Law Society on licensing law, commercial leases, and conveyancing. He has contributed articles to Licensing World Magazine and acts for a number of publicans and restaurant owners. He also has considerable experience in setting up residential estate schemes and acts for a number of builders and developers.

He is an experienced, hands-on legal practitioner with a thorough working knowledge of a variety of areas serving both private and commercial clients.
