It is believed that the use of low-resolution images of TIME magazine covers to 'illustrate the publication of the issue in question, on the English-language Wikipedia, hosted on servers in the United States by the non-profit Wikimedia Foundation, qualifies as fair use under United States copyright law.

Well, this image is being used in 3 articles, none of them about that issue of Time. Is that considered 'fair use' or not? I don't know the answer so this is not a rhetorical question! --kingboyk 21:14, 16 January 2006 (UTC)

That issue of TIME is about soap operas, and it is used on "soap opera," which makes it very fair use. The other two are shaky but they at least illustrate the people and show they represented. Mike H. That's hot 08:56, 22 February 2006 (UTC)
I'm not convinced that it is "very fair use" on the Soap opera article (the only one it is currenty on), certainly not as per the Time cover template. Imho a better image would be a tv screenshot of one of the more popular/long running soaps, e.g. EastEnders, Coronation Street, Neighbours, Home and Away for a UK viewer. I'm sure there are plenty of American ones as well (Dallas perhaps?). Thryduulf 12:47, 8 March 2006 (UTC)
