David Skaggs

David Evans Skaggs (born February 22, 1943) was a Democratic Congressman from the state of Colorado from 1987-1999.
Skaggs was born in Cincinnati, Ohio, but grew up in the New Jersey suburbs of New York City. He attended Wesleyan University, and after earning his degree in Philosophy, went on to Yale University, from which he recevied his Juris Doctor. Following graduation, Skaggs spent three years in the United States Marine Corp. Upon discharge in 1971, he became a trial lawyer.
Skaggs first became involved in politics when he was hired as an aide to Tim Wirth, a Congressman from Colorado. He ran successfully for a seat in the Colorado House of Representatives in 1980, and he served three terms before running for Congress. Skaggs was a six term member of the United States House of Representatives. He retired in 1999 and is currently executive director of the Council for Excellence in Government.
