David R. Brinkley is a Republican State Senator in Maryland, first elected in 2003, representing District 4, which covers Carroll County and Frederick County. He has been the Minority Leader since 2007.
He was previously a member of the Maryland House of Delegates from 1995 - 2003. As a member of the House of Delegates, he was Deputy Minority Whip from 1997 - 1998.

Brinkley attended Gettysburg College, received his B.A. from the University of Maryland, College Park in 1981. He also attended American College in Bryn Mawr, Pennsylvania, receiving his C.L.U. (chartered life underwriter) and Ch.F.C.(chartered financial consultant) in 1985. He is also an estate and financial planner.
