David Henshaw (Liverpool)

Sir David Henshaw was born in Liverpool in 1949 and has spent all his career in local government. This culminated in him being appointed as chief executive of Liverpool city council in 1999. He enjoyed the highest salary in local government at the time - some £250,000 - far more than even the Prime Minister! In 2005, Henshaw had a highly publicised and bitter dispute with the leader of the council Councillor Mike Storey, CBE after the council had refused Sir David a £340,000 pension deal. Eventually Henshaw was forced to leave the council after Liverpool's Executive Board refused to work with him any longer. Councillor Storey had accused Henshaw of attempted blackmail and threatening his job as a headteacher in neighbouring Knowsley, where Henshaw had formerly been chief executive. An famous blog called Liverpool evil cabal was started by the legendary Tony Parrish shortly after, which exposed Henshaw's behaviour and an attempted coup he mounted against Storey, with the support of two colleagues, Phil Halsall and Dr David McElhinney. Sir David had also conspired with both colleagues to suspend the city council's Director of Communications, Matt Finnegan who had publicised the city council's opposition to the £340,000 pension deal. Henshaw is now Chair of the North West Regional Strategic Health Authority.
